BorderBody | Mixing Cities and Identities - Poland 2013
Opening: October 4th, 2013

BorderBody | Mixing Cities and Identities, festival of photography, video-art, computer graphics, architecture, installation and performing-art, will be held in Gdynia (Poland) at Gdynia InfoBox - Observatory of Changes, from the 4th to the 18th October 2013. Thirty-four artists, from different countries, have been selected to be part of this project.

"BorderBody" festival is composed by two sections: "Mixing Cities", which deals with modern urban changes and their influence on citizens, and "Mixing Identities" focused on the hybridization of social identities in contemporary time. The selection was based on the main concept of fluidity, motion, changing networks and cities transformations. In contemporary society boundaries are getting more and more fleeting, and also the identity; what makes every person or place a recognizable entity, turns out fluid, multiple, making the cultural, religious, ethnic borders changeable too. This change, this mutation has allowed to cross the inside of the identities creating new possible crossings, new blends. And it's just this "contemporaneity" that makes our civilization conceived as subjected to a process of continuous evolution and cultural hybridization. There is no more limit between an identity and the other one but it is possible to walk, to cross a passage and to find oneself halfway through it, in a non-place, in a non-identity. People, backgrounds, societies, progress and all their inputs creates hybrid identities, modifying each other and being mixed in prospect to shape a better world. Mixing sustainable transport; modern (ICT) communication infrastructure; sustainable economic development; and wise management of natural resources, human, intellectual and social capital, is the key to reach a future better life quality. Changes are always positive and they represent our future.

During the Festival will be projected the video presentation of the amazing project "Human Harp" by  London based artist and researcher Di Mainstone which creates sculptures that connect to the body, designed to initiate movement and storytelling. Human Harp is a collaborative creative project led by Di Mainstone and supported by Queen Mary University of London.

International ArtExpo is an International art organization that provides a significant forum for cultural dialogue between all artists from different cultures and countries. International ArtExpo is selecting all interesting video/short films to include in "Borders & Identities" exhibition, during the 9th Giornata del Contemporaneo - the Day of Contemporary Art - on October 5, 2013, in the prestigious Palazzo Barone Ferrara in Bari (Italy).

Palazzo Barone Ferrara is a magnificent historic building of XIX century, symbol of importance and progress of the city. Located in the centre of Bari, is the headquarters and exhibition space of BancApulia bank.

The Day of Contemporary Art is the major annual event promoted by the AMACI - Association of Italian Museums of Contemporary Art and it focuses on the art of our times and its public. It will be held throughout Italy to experience the complex and lively world of contemporary art. Since its inception, the Day of Contemporary Art has been supported by the Ministry of Cultural Heritage and Activities, and has obtained not only the High Patronage of the President of the Italian Republic but also the sponsorship of Italy's leading institutions.

"Borders & Identities" exhibition will be based on main concept of hybridization between identities and urban environment, as the result of liquid identities and liquid contacts between people.

The deadline for applications is October 03, 2013.

The event is open to video-art only. To take part in the selection, send your videos' submissions with a CV/biography, videography and some still images via email to lucacurci@lucacurci.com or via mail to:

Rachel Swan is a goldsmith based in Dublin. She entered the crafts industry through the traditional route of an apprenticeship and in 2008 introduced her own range of contemporary jewellery.
 
She makes hollow formed three-dimensional jewellery inspired by modern architecture and sculpture. Working predominantly in sterling silver she gives all her pieces a signature satin finish that ensures a beautiful tactile surface.
 
Since creating her first collection in 2008 Rachel has been the winner of two Future Maker Awards from the Crafts Council of Ireland.

Water pricing and efficient water use - new report

Water: Charging full cost can encourage more efficient use

Flat-fee water charges are still common in parts of Europe. Such schemes, where users pay a fee regardless of the volume used, do not encourage efficient behaviour, either in households or agriculture, according to a new report from the European Environment Agency (EEA).

The EEA study, 'Assessment of cost recovery through water pricing', considers water pricing in several EU countries: Croatia, England and Wales, France, Germany, the Netherlands, Scotland, Serbia, Slovenia and Spain.

Water is under stress in many parts of Europe. Even in regions which usually experience a high level of rainfall, abstracting and cleaning water can have a high economic and environmental cost. This means that Europe needs to redouble efforts in using water more efficiently to avoid undermining its economy. Inefficient water use impacts hard on the resources needed by ecosystems and people.

In response to these problems, the report states that water should be priced at a level which both encourages efficient use and properly reflects its cost. This should include all costs of purifying and transporting the water. In addition, environmental and resource costs of water use, such as pollution and the depletion of resources, should also be internalised into water prices, the report says. Such charges should factor in lost 'ecosystem services' which also require water, for example wetlands carry out valuable services such as water purification and flood prevention.

The EU Water Framework Directive called for Member States to create incentives for efficient water use by 2010. However, it is unclear whether this has in fact resulted in any change in national policies.

Key findings

  • Households use around a third less water when they are charged for the actual amount they use. However, flat-rate charging structures are still common in many countries, even though such tariffs are more expensive for most water users and do not incentivise efficient water use.
  • Some water uses, such as drinking water, are not significantly influenced by changes in price. However, studies show that other uses are much more responsive, including water for gardening or swimming pools.
  • The report lists some examples of water use responding to pricing. Urban water prices in Denmark increased by 54 % between 1993 and 2004 along with infrastructure investments. Over a decade water use per person per day fell by almost 20 % to 125 liters, one of the lowest levels of any OECD country. Water prices in the Czech Republic increased in real terms since 1990, resulting in a 40 % decrease in domestic water use.
  • In most countries, farmers are also allowed to use unlimited water for a flat charge. Charging for the volume of water used reduces the amount of water used by agriculture by 10 -20 %, according to some studies. Switching to volumetric charging is most successful when combined with more modern irrigation technology and work to fix leaks, the report says.
  • In most countries, household water tariffs are designed to recover the financial costs. In contrast, agricultural water use is often heavily subsidised, so the price covers as little as 20 % of costs in some cases. In Spain, where some regions are severely water-stressed, agricultural water prices recover less than half of the cost. This may encourage inefficient water use, the report says.
  • When the price of using water does not recover the full cost, some of the cost may be inadvertently passed on to others. For example, if industry pollutes water and fails to pay for it to be cleaned, these costs are imposed on society.
  • Low-income households must also have access to affordable water services, but keeping prices artificially low for all users is not the best method, the report says, as it may lead to a vicious cycle of underfunded service providers with poor infrastructure.
  • The public seems to support being charged according to the volume of water they use – 84 % of EU citizens agree with this principle to some extent, according to a 2012 Eurobarometer survey.

A mental drawing, executed with the light of the optical fibre, can float and across the surface of water, not allowing the viewer to understand its origin. The installation takes over the space and incorporates it.The spatial form develops a challenging relationship with the space without dimensions, as it penetrates it, stimulates it and reduces to its power, until transforming it into itself. It is a role play where the space is transformed from the container into the artwork. The project with a site-specific installation is constituted by a fixed subtle optical fibre structure that tends to transform space in an illusory sense. Straight fibre-optic lines can create a dynamic field of taut forms with the appearance of slender surfaces. The optical fibers only reveal the empty space they enclose in a subsequent phase of perception. The observer can enter into a sort of illusory space, a submerged space.

Cette installation in situ est constituée d'une fine structure de fibres optiques fixes qui tend à transformer l'espace de façon irréelle. Les lignes droites créent un champ dynamique de formes tendues. Les fibres optiques ne révèlent que l'espace vide qu'elles enferment, perçu ultérieurement. C'est un dessin mental qui peut flotter sur la surface de l'eau mais ne permet pas au spectateur de comprendre son origine. L'installation prend en compte l'espace et l'incorpore. La forme spatiale développe une relation dynamique avec l'espace sans dimension, en le pénétrant, le stimulant et réduisant sa puissance, jusqu'à sa propre transformation. Il s'agit d'un jeu de rôle où l'espace est transformé de contenant à oeuvre d'art.

BIOGRAPHY - Carlo Bernardini

Carlo Bernardini was born in Viterbo in 1966; he lives and works in Milan. Bernardini started out his career in the early 90s with an abstract painting that concentrated on the dialectical relationship between line and monochrome, diversified moments of representative conception of space-light; then, since 1996 he has been planning and working on big optical fibre installations, stainless steel and optical fibre sculptures-installations, OLF (Optical lighting film) surfaces and electro-luminescent surfaces that the viewers perceive in a different way and in a different form, depending on where their position in the space is. He is a three time winner of the Overseas Grantee award of the Pollock Krasner Foundation in New York receiving grants in 2000, 2005 and in 2010, and in 2002 wins the Targetti Art Light Collection White Sculpture award. He begins in the early '90s, and in 1996 he was invited to the Exhibition Palace in Rome for the XII Quadrennial. In 2002 he was invited to the Milan Triennale and to the Sculpture Space, Utica (NY), and in the following year to the XIV Quadrennial the Royal Palace in Naples. Among his most important international exhibitions it is worth mentioning the great exhibition in 2004 at Museo Paço Imperial in Rio De Janeiro and in 2007 the presentation of the installation Event Horizon at the Swing Space in New York. In 2008, with the Brasilian film-maker M.Sobral, he presents at the Bruna Soletti Gallery La Quarta Direzione dello Spazio, a visual experimental hypothesis where inside of the optical fibre installation, interactive videos of abstract light in movement are activated in the passageway of the viewers aiming at the creation of simultaneous overlapping of dynamic perception over the static one. The project Light Waves is realized in 2008, a permanently installed artwork at the entrance to the Brindisi airport. In the same year he also presents a gigantic environmental installation in the Umbracle of the Ciudad De Las Artes y de Las Ciencias in Valencia, placing his light geometries inside a dialogue with the renowned architectural work of Santiago Calatrava. In 2009 at Bologna Art First he presented Codice Spaziale in Piazza S. Stephen and was invited to New York for the D.U.M.B.O Art Festival as well to varius museums of Lombardia region with the project Twister for MAM - Modern and Contemporary Art Museum of Gazoldo Ippoliti (MN) and in the GAM Gallarate. In 2010 Bernardini is invited to the XIII edizione of "Luci d'Artista" (Artist's Lights), in Turin, and to the NIMk - Netherlands Media Art Institute, Sonic Acts, The poetics of space, in Amsterdam. The same year he finalizes a great installation Crystallization Suspended, to the Artlight Domaquarèe, Redefining Centre, CityQuartier DomAquarée, in Berlin, and Space interrelations, to the Theater a/h Spui, Spuiplein, Todaysart, in The Hague – L'Aia. From 2011 Bernardini have a solo exhibition at Delloro Contemporary Art in Berlin and participating in The Arc Show at the Business Design Centre, London, as well as in the Kinetica Art Fair at Ambika P3 at the University of Westminster. In the same year he has made the installation at the Bocconi Art Gallery of Milan, and at MACRO - Museum of Contemporary Art in Rome. In 2012 Bernardini is invited to the FAD festival de arte digital, to the Funarte fundação de arte in Belo Horizonte, to the Meet in town, Auditorium Parco della Musica in Rome, and to the Claim, Lützowstraße 70 in Berlin. In this year Bernardini is invited in London to the House Peroni with the installation Infinity.
