RIPA International Assists EU Accession Countries With Preparation for Entry Into the EU

RIPA International's work in Europe has recently involved Albania on a study programme for central, local and political officials of the Government of Albania (including a Minister of the Interior). The programme was centred on formula funding for assessing the level of government grants made to local government bodies (unitary, metropolitan etc.) within England and Wales.
The study programme led the group to the conclusion that the key area of reform they would be seeking to adopt was robust performance indicators in financial management, coupled with proactive outsourcing of direct services.
More recently, RIPA International has worked in partnership with the Foreign and Commonwealth Office on a 6-month Public Administration Reform programme in three Croatian municipalities. The objective of the programme was to engage local government representatives in a cultural change agenda. It specifically aimed at strengthening quality management and public service delivery in local administrations ahead of the country's entry into the European Union and did so with great success. RIPA now looks ahead to working on similar projects with EU candidate countries ahead of their entry into the EU.

Cardiff Electronic Music Producer, Rui Furtado Shoots First Video Thanks to Backing From Local Business, Cars for Stars

Spread Bet Falling Share Prices Following Spain's S&P Downgrade
Following the downgrade of Spain's long-term sovereign credit rating on Friday 27 April 2012 by US-based financial services company Standard and Poor's (S&P); share prices on European markets such as the IBEX suffered a decline in Friday's trading.
Spain Downgraded
The two-place downgrade by S&P from a rating of A to BBB+ on Friday, is another blow to Spain's already flagging economy following their unemployment levels hitting record highs in almost two decades last week.
Unemployment shot up to 24.4% in the first quarter whilst retails sales slumped for the twenty-first consecutive month.
Foreign Minister Jose Manuel Garcia-Margallo stated in a radio interview that the figures are 'terrible' for everyone and the government and that 'Spain is in a crisis of huge proportions'.
Standard and Poor's downgrade came on the back of cited risks following an increase in bad loans at Spanish banks - whilst calling on Europe to take action to encourage growth.
Ripple Affect across Spanish Stock Markets
A shadow was cast over the European markets following the negative data out of Spain during Friday's trading, causing a ripple effect across the Spanish IBEX Index during early trading, whilst the CAC 40 and DAX 30 also suffered initial losses before recovering to close higher on the day.
By 9:56 BST on 27 April, the CAC 40 was up only 0.03%, however, the market recovered somewhat; closing up at 0.63% having opened at 3214 and closing at 3262.
In the same instance, the German DAX had dropped 0.09% as of 9:56 BST, however, at the close of trading on 27 April the market had recovered; trading up by 1.00% after closing 67.6 points higher.
Spread Betting on Falling Markets
Whilst the French and German markets eventually recovered during trading on 27 April; the fall in Spanish stocks and the initial opening losses in the DAX 30 presented multiple opportunities to investors looking to profit from their falling share prices earlier on in the day.
Looking more closely at the DAX on the 27 April - whilst it closed up by 67.6 points; the market had slumped 87.2 points to 6651 from its opening price of 6738.2.
Had a spread bettor been prepared and taken a sell position on this particular market, they could have potentially profited from this fall in the market's share price.
Spread Betting Example
For this example, imagine that you choose to go short and place a sell trade on the DAX's future price movement.

You watch the market closely, and as it reaches a value of 6686.2 you decide to cash in your profits by buying back at 6687.2.
As a result: The market had moved 50 points when you bought it back; therefore you net a tax-free* profit of £500, i.e. (6737.2-6687.2) x £10 = £500
However, had you waited to close out your trade and the DAX had bounced back to trade 50 points higher than your opening level, you would have lost £500.

Endeavour Announces First Production at the Bacchus Development
Initial production rates over the first five days were approximately 6,000 gross barrels of oil per day. Endeavour has a 30% interest in Bacchus. When the full field development is completed and on-line, the Company will be able to provide reliable long-term sustainable production estimates. Further detail regarding the initial production performance for this first well will be discussed during the Company's first quarter conference call.
"We are very pleased with the well performance from our first development well at Bacchus," said William L. Transier, chairman, chief executive officer and president. "We are now focused on the second of the development wells and we look forward to having the full development program completed as the year progresses."
The second development well commenced drilling on April 20, 2012. It is expected that this well will be on production early in the third quarter.

British Muslim Community Drives Forward Queen's Diamond Jubilee Celebration
One of Britain's oldest Islamic communities, that established the first mosque in London, is sponsoring 200 buses in London congratulating Her Majesty The Queen on her Diamond Jubilee.
The message of goodwill follows the example of the founder of the Ahmadiyya Muslim Community, Hadhrat Mirza Ghulam Ahmad who sent a congratulatory message to Her Majesty Queen Victoria on her Diamond Jubilee 115 years ago in 1897.
His Holiness Hadhrat Mirza Masroor Ahmad, the present spiritual leader of the worldwide Ahmadiyya Muslim community, said:
"May our congratulations filled with happiness and gratitude to our compassionate Queen be conveyed. And may the honourable Queen always be kept happy and content.
"O Powerful and Noble God. Through your Grace and Blessings keep our honoured Queen forever happy in the same way that we are living happily under her benevolence and kindness; and be kind and loving to her in the same way that we are living in peace and prosperity under her generous and righteous rule.
"These are sentiments of gratitude that are held by every Ahmadi Muslim who is a British citizen."
The banners on the London buses, starting from April 30, will feature the official Jubilee logo and the message 'Congratulations Your Majesty!'.

Charity events in aid of British charities with a major national event - the Queen's Diamond Jubilee Charity Walk - at the Tower of London on Sunday 13 May to raise funds for the Queen's charities
A national blood drive to help save lives
The National President of the UK Ahmadiyya Muslim Community, Mr Rafiq Hayat, said:
"We share in our country's pride and joy at Her Majesty The Queen's Diamond Jubilee. It is our heartfelt prayer that may God continue to protect the Queen and we look forward to the festivities of the Jubilee weekend and to make those as inclusive as possible.
"As Muslims, we are duty bound to serve Queen and country and we regard this as an important part of our religion as we were taught by Prophet Muhammad (peace and blessings of Allah be upon him) that loyalty to one's country is a part of faith."

Jury to Hear Huffington Claims Against Carlyle Group for Unfair and Deceptive Acts
Huffington's claims arise out of his $20 million investment in a Carlyle-backed investment fund in 2007. The fund collapsed one-year after Mr. Huffington's investment was made, and after repeated assurances by Rubenstein and Carlyle that Huffington's investment would be placed in a fund that was in-line with Huffington's conservative and low-risk investment strategy.
Huffington's complaint alleges that he made the investment after Rubinstein told him that the "downside" for the investment was "very limited." Huffington learned much later after he invested, that the investment fund was highly leveraged and risky. Huffington alleges that after making the investment, Carlyle continued to assure him that his investment was safe and conservative, that he would be fully protected if he held the securities to maturity and that the securities "have NO credit risk." Before the Fund collapsed "the Fund had allegedly been leveraged over three thousand percent."
In a 43-page ruling, New Castle County Delaware Superior Court Judge Jan R. Jurden wrote, the law "only requires Huffington to come within 'shouting distance of some established concept of unfairness.' With that in mind '[a] practice may be deceptive if it reasonably could be found to have caused the plaintiff to act differently than he otherwise would have acted.' Consequently, the Court finds that a genuine issue of material fact exists as to whether Rubenstein and Stomber's alleged failure to inform Huffington of the Fund's intent to use leverage constitutes an unfair or deceptive practice."
Three days before the Fund collapsed Rubenstein was quoted in the Wall Street Journal as saying, "In hindsight the leverage was excessive." The Fund's performance plummeted after it was affected by a downgrade on residential mortgage-backed securities in 2008. Huffington ultimately lost his entire investment.
The Court further stated that "it is for the jury to decide whether Defendants engaged in an 'unfair or deceptive act or practice' by (allegedly) failing to tell [Huffington] about the use or extent of leverage" and the jury must also decide whether the overleveraging of the Fund constitutes an unfair or deceptive act or practice under the applicable law.
If Huffington is successful in his claims, the law allows him to seek up to three times his damages as well as his attorneys' fees.
Background Former Congressman Michael Huffington (CA-22) met with David Rubenstein on October 20, 2006 in Boston where Rubenstein suggested Huffington invest in the fund. On July 19, 2009, Huffington initially filed suit in Suffolk County Superior Court, Boston MA. This case will be decided under Massachusetts unfair and deceptive practices law, in the Delaware Court due to a provision in the investment vehicle that requires all disputes to be litigated in Delaware. The case is Huffington vs. TC Group, The Carlyle Group, Carlyle Capital Corporation, LTD., Carlyle Investment Management, LLC., and David M. Rubenstein.
