ITF sounds alarm over Dominican Republic ATC crisis risk
Global union federation the International Transport Workers' Federation (ITF) today warned that air traffic control in the Dominican Republic is approaching crisis point.
The ITF reports that the safety of the country's airspace is now in jeopardy, following a sustained government attack on the Dominican Air Traffic Controllers Association (ADCA).
ITF civil aviation secretary Gabriel Mocho Rodriguez explained: "The Dominican Republic's government appears to be hell-bent on breaking the ADCA, and silencing its warnings about deteriorating safety."
He continued: "The kind of incidents that the ADCA has warned the authorities about include: a total communications failure in Punta Cana, with controllers coordinating by mobile phone; unserviceable navigation aids at La Isabela International Airport, forcing pilots to complete all approaches visually; the distance measuring equipment at El Catey Presidente Juan Bosch Airport going out of service; and the control tower at Puerto Plata Gregorio Luperon International Airport working with only an emergency radio for over a year, and suffering frequent communications failures."
The ITF reports that the ADCA has tried its best make the authorities address these and other safety issues. The response was and still is suspensions followed by sackings, demotions and retaliation against the air traffic controllers. This includes arrests of members making peaceful protests on three occasions in the last two weeks and the arrest of three of its officials last year. The ADCA has communicated with the office of the general director of the Dominican Institute of Civil Aviation numerous times concerning safety related issues in the country's air traffic control system – but has received no reply.
ITF Americas regional secretary Antonio Rodriguez Fritz will travel to the country tomorrow, Saturday 7 February, to support the air traffic controllers, and reiterate the message he has already conveyed to the government verbally and by letter, that it will have to live with the consequences of any accident resulting from its failure to act.
He commented: "This behaviour isn't just hugely worrying, it's getting worse. In air traffic control you cannot compromise on safety. It's the golden rule. Well, in the Dominican Republic they are compromising."
"These attacks on the ADCA and its members must stop and be replaced with the social dialogue that is vital to re-establish safe, orderly and efficient air traffic services there.

La ITF hace saltar la alarma por riesgo de crisis en el control del tráfico aéreo en la República Dominicana
La Federación Internacional de los Trabajadores del Transporte (ITF) advirtió hoy de que el control de tráfico aéreo de la República Dominicana está llegando a un punto crítico.
La ITF afirma que la seguridad del espacio aéreo del país está en peligro debido a los constantes ataques del gobierno hacia la Asociación Dominicana de Controladores de Tránsito Aéreo (ADCA).
El secretario de aviación civil de la ITF, Gabriel Mocho Rodríguez, explicó: "Parece que el gobierno de la República Dominicana está totalmente obcecado en destrozar a la ADCA y silenciar sus advertencias sobre un deterioro en la seguridad".
Continuó diciendo: "El tipo de incidentes sobre los que la ADCA ha advertido a las autoridades incluyen: un fallo total de las comunicaciones en Punta Cana, donde los controladores tiene que coordinar a través del teléfono móvil; sistemas de ayuda a la navegación inservibles en el Aeropuerto Internacional La Isabela, lo que obliga a los pilotos a completar todas las aproximaciones visualmente; mal funcionamiento del equipo de medición de distancias en el Aeropuerto Presidente Juan Bosch de El Catey; y el Aeropuerto Internacional Gregorio Luperón de Puerto Plata, lleva más de un año funcionando con una sola radio de emergencia y sufriendo frecuentemente interrupciones en sus comunicaciones".
La ITF informa también de que la ADCA ha hecho sus mejores esfuerzos para que las autoridades aborden estos y otros problemas de seguridad. La respuesta fue y sigue siendo las suspensiones y consiguientes despidos, la degradación y las represalias contra los controladores. Esto incluye el arresto de varios miembros que protestaban pacíficamente en tres ocasiones en las últimas dos semanas y de tres de sus dirigentes el año pasado. La ADCA ha comunicado a la oficina del director general del Instituto Dominicano de Aviación Civil su preocupación por los problemas relativos a la seguridad del sistema de control de tráfico aéreo del país en numerosas ocasiones, pero no ha recibido ninguna respuesta.
El secretario regional de ITF Américas, Antonio Rodríguez Fritz, viajará al país mañana sábado, 7 de febrero, para apoyar a los controladores aéreos y reiterar el mensaje que ya ha transmitido al gobierno verbalmente y por carta, advirtiéndole de que tendrá que vivir con las consecuencias si se produjera algún accidente por su falta de respuesta.
Comentó: "Este comportamiento no solo es enormemente preocupante, sino que cada vez empeora. En el control del tráfico aéreo no se puede sacrificar la seguridad, es la regla de oro, pero en la República Dominicana se está haciendo".
"Estos ataques hacia la ADCA y sus miembros deben acabar y ser reemplazados por el diálogo social, que es clave para restablecer la seguridad, el orden y unos servicios de tráfico aéreo eficaces".
