COP22 // Moroccan initiatives debated on the margins of the UN General Assembly in New York

Salaheddine Mezouar, Moroccan Minister of Foreign Affairs and COP22 President chaired a High-Level side-event "Climate Change Centers of Excellence and Think Tanks" on September 20 during the 71st session of the United Nations General Assembly in New York. The event, focused on the Moroccan initiative to increase capacity building and link networks of climate change centers of excellence around the world. The opening session included the participation of Vincent Biruta, Minister of Natural Resources of Rwanda and Thani Ahmed Al Zeyoudi Minister of Climate Change and Environment for the United Arab Emirates as well as Hakima El Haite, Moroccan Minister Delegate in charge of the Environment and High-Level Climate Champion.

"We support the willingness of this capacity building initiative and look forward to COP22," said Minister Al Zeyoudi during his remarks.

As for the Minister Biruta he underscored that "this capacity building initiative and network of climate change centers is important for developing countries who need assistance and guidance in their climate projects."

The Moroccan initiative, which is aimed to be launched during COP22 in Marrakech, November 7 to 18, seeks to address capacity-building needs in developing countries such as market intelligence, venture finance, business advisory training, government advisory and access to facilities, through a platform of networked climate change centers of excellence. "We must gain knowledge from the North and reinforce South-South cooperation," said Minister Mezouar

Climate change mitigation and adaptation efforts in the most vulnerable countries to the impacts of global warming tend to lack the capacity needed to connect bankable projects with climate finance. 16 African countries and 12 countries from the Pacific are seeking assistance. "We have to leave this meeting with an answer," emphasized Minister El Haite.

COP22 Scientifc Committte President Nizar Baraka closed the session by saying, "in Marrakech this November we seek to bring a new vision for the search for global results."

Partners and collaborators on this initiative include: 4C Maroc (Centre de Compétences Changement Climatique), IAI (Inter-American Institute for Global Change Research), BC3 (Basque Center for Climate Change), and IDDRI (Institut du Développement Durable et des Relations Internationales). Further support and collaboration are in the works with the World Bank, African Development Bank, GIZ, EU Green Fund, GEF and the NDC Partnership.
